Elena Voinikanis 

She holds two Graduate Diplomas in Philosophy and in Law from Moscow State University. After receiving her Ph.D. in 1996, she taught at her alma mater for 15 years.

She is one of the authors of Federal Law "On Information, Information Technlogies, and Information Protection" (2005-2006). Оn behalf of the Russian Ministry of Communications, she participated in the elaboration of amendments to Part IV of the Russian Civil Code concerning legal regulation of databases and electronic libraries (2006). Most recently she was an active participant in the Ministerial Working Group on adaptation of international free licenses to the national legislation and contributed to the drafting and supporting proposals to correct the new provisions about intermediaries' liability and other changes to the Internet regulations introduced by the Amendments to the Russian Civil Code (2012).
